Hangzhou will make every effort to build a top destination for the transfer and transformation of scientific and technological achievements, accelerate the construction of the national pioneer of disruptive technology transfer, the national capital of POC (Proof of Concept) of scientific and technological achievements, and the national practice place of innovation and entrepreneurship dreams, and strive to achieve the total value of technology transactions and new product output exceeding one trillion yuan in the next five years. Hangzhou will make every effort to build a global talent pool, implement the "Pearl of the West Lake" project in depth, and carry out pilot projects for constructing a youth development-oriented city.

Hangzhou will advance the new practice in the construction of a modern industrial system and speed up the construction of a new paradise for industrial prosperity. Hangzhou will further promote the "1248" plan to reshape the national No. 1 city of digital economy at a high level, promote the construction of "China Vision Valley", and accelerate the second climb of the digital economy.

Hangzhou will accelerate the construction of characteristic industrial clusters, focus on the construction of "five major industrial ecosystems", and strengthen advanced manufacturing clusters and iconic industrial chains. Hangzhou will comprehensively promote the improvement of industrial platforms and efficiency, highlight "one park, one main business", build a high-level airport economic demonstration zone, and drive the rapid rise of the Chengdong Smart Manufacturing Corridor.

Hangzhou will promote the new practice of reshaping the modern institutional system and speed up the construction of a new paradise bursting with vitality. Hangzhou will implement the "No. 1 Reform Project" to optimize and upgrade the business environment to create a city with the best business environment. In addition, Hangzhou will enhance its function as an international portal hub.

Hangzhou will create the "Tale of Two Cities" of Hangzhou and Ningbo well, promote the urban integration of Hangzhou metropolitan areas, and consolidate the foundation of the Hangzhou metropolitan areas. Hangzhou will amplify the effect of the Global Digital Trade Fair, promote the construction of a national integrated demonstration zone for greater openness in the service sector, and build a digital free trade zone with distinctive features.

Hangzhou will promote the new practice of cultivating modern culture and civilization, and speed up the construction of a different and wonderful new paradise. Hangzhou will vigorously implement the cultural landmark project of the new era, further promote the construction of the Grand Canal National Cultural Park, the Archaeological Ruins of Liangzhu City Park, and the West Lake World Love Cultural Park, strive to build a world heritage group, further enhance the influence of the Archaeological Ruins of Liangzhu City as "a testimony to the existence of at least 5,000-year-long Chinese civilization", and string beads into a chain to meticulously build the Zhijiang Art Gallery.

Hangzhou will implement the project of handing down Song Yun (Charm of the Song Dynasty) culture deeply, further building the brand of "tea as a national drink, Hangzhou as a tea capital", and achieve a high-level development of world-class cultural tourism belts, "Poetry Road Culture • Three Rivers and Two Banks" and "Tianmu Overlapping Greenery • Wuyue Millennium".

Hangzhou will promote the new practice of modern quality life improvement, and accelerate the construction of a new paradise of happiness for all. Hangzhou will improve the income distribution system in the direction of expanding the middle-income population and raising the income of low-income groups, promote entrepreneurship to drive employment, encourage multi-channel flexible employment, and implement a plan to double the income of residents and those in the middle-income group.

Hangzhou will improve the public service system with a focus on "old people and children", promote the full coverage of home care service centers in villages (communities), explore and promote the integration of childcare and embedded child care models, and improve a diversified housing security system with public rental housing, affordable rental housing, and housing with joint property rights as the main body.
